An unknown ran and became a Councilor in a large city of Metro Manila. Using the same technology the Councilor became a Congressman of the same city. Another virtual unknown, a lawyer from Manila, ran and won as provincial Governor and won in his province in Luzon, then ran again for Congress after three terms and won again.
